Locales control the localisation aspects of your Totara install, ensuring that the date/time displayed in the system matches with the language you have installed and activated. This means that if you (or a user) switch their preferred language in Totara from one to another then all of the times and dates within the system (such as for activities) will also be changed to match that languages formatting (e.g. US English language pack will match with US date formatting).
