How is the sender of a certificate decided?

Problem

When a certificate is delivered by email, the sender of the certificate is hard to control.

Solution

Totara will set the sender of each certificate by following these steps:

1. First Totara will check for the Editing Trainer (a user that has the capability moodle/course:update in the module context) with the highest 'authority', which is determined by the ID of the Trainer
2. Then if no Editing Trainers are found Totara will check for the Trainer (using the same capability) with the highest 'authority'.
3. If no Trainers are found then Totara will use the Site Administrator as the sender of the certificate.
